Health Law Legislative and Regulatory Process

Saturdays, May 31 & June 14 (11:00 am - 4:15 pm ET)

This course is Fully Remote/Virtual

The Schedule is as follows:

      May 31 (11 am to 4:15 pm ET) Virtual Synchronous Session

      June 14 (11 am to 4:15 pm ET) Virtual Synchronous Session

      3 hours of additional asynchronous material

This Health Law Legislative and Regulatory Process course focuses on legal analysis and problem-solving in one of the most active and controversial public policy areas: health law. While policy details and substantive law will be an important part of the course, its primary goal is for students to understand the legislative and regulatory processes by which health policy is made and implemented and to prepare them to effectively advocate for a particular policy position in those settings. The course will focus on understanding the rules governing the legislative and regulatory processes, developing analytical skills to understand the costs, benefits, and trade-offs of particular policy decisions, and understanding the political and legal dynamics of legislation and agency rulemaking. We will apply these tools to current policy debates in health law and policy, focusing in on examples from the 117th and 118th Congresses.

 

Meet your instructor:

Abigail Duggan

Abigail Duggan serves as a Chief of Staff in the United States House of Representatives. Prior to joining the House, Abigail spent 12 years in the United States Senate as a senior health policy advisor and Legislative Director. Before that, she spent time as a law clerk with DC Council's Committee on the Judiciary and worked at the nonprofit Justice At Stake. She has also served as an Adjunct Professor at American University's School of Public Affairs.

Originally from central New York, Abby earned her JD from American University's Washington College of Law and a BA from Johns Hopkins University. She and her husband live in Washington, D.C. with their son and dog. In her spare time, she enjoys volunteering with Community Tax Aid D.C.’s Volunteer Income Tax Assistance (VITA) program and City Dogs & City Kitties Rescue and staying active with both her JHU and WCL alumni communities.

 

Policies and Processes Refunds:

The following is the refund policy for this Health Law and Policy Program Summer course administered by the Washington College of Law and registered through our Professional and Lifelong Learning Portal (https://american.catalog.instructure.com/).

Participants enrolled in the course will be eligible for a refund if the course is dropped and a refund is requested by Noon ET on Friday, May 23rd. If a refund is requested, the net refunded amount will be the tuition minus 4%. Withdrawal from the course after this deadline will not qualify for a refund; however, electronic course materials will be provided.

Notifications of course withdrawal and refund requests should be directed to Professor Asha Scielzo via email at: scielzo@wcl.american.edu.

Refund requests not meeting the deadline (noon ET on Friday, May 23rd) will not be accepted.

 

Payments and fees:

For payments with credit cards, debit cards or bank accounts, the tuition cost includes a non-refundable 4% administrative fee. In case an eligible refund is requested, the net funds returned will be the tuition minus 4%.

 

Notice about AU Non-Credit Courses:

Non-credit courses are not recorded in American University transcripts. No credit is earned from these courses and grades are not posted. Learners enrolled in Non-Credit courses will not receive an AU ID or have access to services and or facilities reserved for AU students. Access to the AU library system will be available to all members of the greater Washington DC area through visitor services.
